Resumen

After the new economical order, the third world has had several problems to get a sustainable development. The globalization has established the new rules for the market, where small enterprises need to look for new consumers; however, these kinds of enterprises do not have the capabilities and monetary resources to compete against the international brands. The result of this is already known, problems such as unemployed people, small enterprises bankruptcies, and the expansion of monopolies, and oligopolies. Some Latin-American countries have found the opportunity in tourism to improve their quality of life. These communities carry out the local development as methodology to organize and plan the tourism industry. Now, these groups of people build their own enterprises and participate in the tourism industry offering their local products and provide a job for work to the community. These local enterprises are compromised with three aspects: to protect the environment, provide incomes to the workers and be responsible for the society, always trying to improve the quality of life of the local people. Thus, tourism promotes a new interaction between social groups and constitutes new social structures. The fact is that local development could be an example of mobility, because the community is in motion in order to improve their quality of life. Pac-Chen in Mexico is an example of the local development and how the community is in motion to improve its quality of life through tourism, by offering food and entertainment services to the consumer who needs a place to practice recreational activities, the essential part of the tourism and the purpose of the industry . Several natural resources of the community are the principal attraction for tourists; they attend to a specific kind of consumer. That is why Pac-Chen in Quintana Roo (near Cancun), with a natural scene and kind people, is planning and organizing its economical activity through local development to participate in a global market .
